Yes, but the only reason he lost was because that single punch sent him to another timeline.

He didn't lose. He won against Henry in that fight because he could stop Henry in time and kill him

I must have misremembered, but the point is the same.
He got caught off guard, but Henry was already pretty close to him, and managed to buy time with a single punch that had magical properties, while the others totally whiffed because of the slowed time, and he still lost at the end.

RHM would likely not start with bottled time right away (but will resort to it if he's threatened), so Fulgore could likely do some damage before RHM use bottled time
