Okay so Evie scales to 0.2499 tons of TNT for being on par with Shroud of Eden users who themselves are on par with the Isu, who are laughably stronger than Assassins like Connor who himself has a 0.2499 ton of TNT feat and is considered to be one of the least skilled in the franchise. So Evie has a healthy 4x AP advantage over Buddy who apparently scales to people who can reduce humans to char (Which is around the 0.06206 ton of TNT range).

On top of this, she's also got resistance to the abilities that Buddy has listed on her Powers and Abilities, and her combat experience isn't anything to scoff at either given her training in both London and India, that and she has several equipment that could easily make short work of Buddy like the Voltaic Bombs and Fear-based toxins and darts and the like against which Buddy apparently has no resistance to). And Evie's got higher LS on top as well.

At first glance I am inclined to give this to Evie for higher AP, LS, skill and equipment.

Well, unless it can amp Buddy's AP to well beyond 4x Evie can still fall back to her slew of equipment and her higher LS, that and she's got a movement advantage on top with her Grapnel Gun and she has the stealth to show for it. Sneak attacks shouldn't be out of the equation here.
