If Flagg has Black Thirteen, then yes, he has passive High 1-B mindhax that's effective through out his immediate vicinity of a couple dozen meters or so.

It could also stomp whatever being is guarding Matoi with contemptuous ease. It's a sentient High 1-B artifact that embodies/contains all of the power of a void that's parallel to (and persistent throughout) every level of The Dark Tower itself, is animated by the Crimson King's eye, and has the range to affect these levels as well as BFR things into said void.
