From Deku: (Have enough strength to completely restrain Shigaraki, who was stated to be as powerful as All Might and equal to the USJ Nomu.)
From USJ Nomu: (Capable of hurting a weakened All Might, who was stated to be as sturdy as All For One Shigaraki, who in turn is as durable as the High-End that managed to survive the tremendous power of the Intercontinental Missiles Tiamat)

Explaining the 550 Megatons.
It you read the bottom of the calc, you can see the reasoning behind 640 MT. "While Star's intention was to hit Shigaraki, her target ended up being a High-End Nomu, which was able to barely survive this attack point-blank and later self-destruct, so we agreed that its durability scales to at least one missile."
The Nomu survived the 6-C attack, however it was vastly damaged. We agreed that since it could survive that attack without having it's body destroyed, we can at least say it can withstand a single missile. 6400/10 equals 640 Megatons. It almost died from the 6-C attack, so we don't scale it to the full thing.
45% Izuku is inferior to Shigaraki, who had him coughing up blood with a single strike to his stomach. Izuku survived the blow, but it is clear he was pretty badly damaged. So we downscale him to baseline 7-A+ or 550 MT, Izuku restraining Shigaraki is Lifting Strength and not AP, shouldn't even be in his AP section.
