Kars has gotten more upgrades recently and he's physically low 2-c now(his profile just isn't updated).

Those upgrades went through quite some time ago, all of the characters from the thread have been updated accordingly, there wasnt any mention of Kars being 2-C physically without the use of a Stand

@Monarch Dio(Jorge joestar) He drunk Kars blood and also gained new abilities from him but idk if thats the reason why he scales to Kars.
@WeeklyBattles I don't think they are done, Jorge joestar Dio is low 2-c in AP and DB for fighting Kars.

An outlier that happens like 5 billion tines? More so than any other feat? By both characters? That is constantly brought up? Made a point of constantly for showing his power? In a verse with multiple multiversal and universal fighters.

Well if it was explicit that "the universe is blowing up and Kars survives it" ok.
I haven't read the book, so what I'm concerned about is if it's just "the old universes is done, here's a new universe. Oh and Kars is still here". Because that doesn't sound remotely like a dura feat to me.
And considering that most people range from Tier 8 to Tier 6, and Tier 3 or 2 stuff only happens via hax and no one's dura has ever scaled to it....

Both. Universe blows up, everything died, new continuum. Also Kars lived. Not quite, ball breaker kinda tier 2 explicitly.
