How can characters be Solar System level when they can't even destroy a Cabal ship that's smaller than the moon? Isn't that an outlier?
 
You have looked at their justifications for that tier, right? Also that's clearly gameplay mechanics. Then there's aslo the fact that destructive potency =/= attack potency.
