Hmmm, interesting. I'm honestly not sure. Both seem to be similarly skilled and both seem to be baseline AP and Durability wise (Rem's scaling chain is rediculous). Rem has the obvious range advantage but I'm not sure she can get past Saya's regen. She'd have to reduce her to a puddle or gibblets.

I guess Saya Kisaragi wins with High-Difficulty for superior regen.
