No, at least just denotes the lowest cap of a character if there is no exact value. Likely just means we don't have definitive proof for a rating but the evidence is favourable.

Power scaling. Ignore the ratings somewhat just read the justifications on the profiles.

That's what I told you, don't rely on the wiki's scaling and power scale yourself, and use the justifications for the ratings.damn it's pretty difficult to rank characters based off the AP as it doesn't really tell that much to give me a idea of where to place them
