Noel also has Eye of the Azure which means she must observe herself in order to maintain her existence. Unless that's banned or somehow contained to her other key, I don't know, it confuses me. Anyway, it should work up to existence erasing levels of attacks.
Can he even kill her? Izanami had immortaility similar to that of observers (although she does not use observation to accomplish this iirc) and she was the drive of Amaterasu. That's some pretty strong ass immortality, which is why they only beat her by fusing her with Noel.

Even without cutting it by frames, that's at least like 15 attacks (probably closer to 50 or so, there's 4 stripes per frame) that Jiren couldn't even vaguely react to and MUI looked perfectly still...

Susano'o has "can cut through time through the susano'o unit" on his page, so he definitely has it. More experience than Hakumen has with it too, so more than likely the technique to pull that particularly attack too.
It wouldn't matter because of his ability to always exist and he has an instant kill button by the ability to cut time, I've already explained this. Only thing it does is make him more capable of swapping hands, which he doesn't really need to do.
