Alright then, though I still think it's a little weird since CH would include people like Toby Fox, but I'd still give my vote to CH for extreme intelligence and KR being ineffective.
Actually that's a good point from PaChi. Would it be similar to dodging Sans' attacks as if playing UT? Or would CH not be able to keep up, even though they had memorized the attack patterns? CH would include people who speedrun UT.

Yeah that's true, but IIRC speed equalized is really weird in that not only are movement speeds equalized, but the speed of literally every other ability or attack is equalized too. It's really weird in that it even applies to things such as the speed of a bullet, lightning, light, or sound.

Yeah it wasn't island level but it isn't really relevant since Acno's AP is only Large Mountain, which is equal to Galand's. It's a shame that apparently his full power hasn't been shown yet, but that's all we can scale him from at the moment.

They specifically mentioned that Galand was a tower of physical strength, and it might be that Fraudrin's PL is higher than Galand's due to having far more magic/spirit and not strength.
