Luck manipulation gives Vriska the edge here. With the severe backlash Mastered UI has, her probability manipulation would cause it to incapacitate Goku. My vote goes to Vriska with mid difficulty. He'd be able to give her a lot of trouble until she could get her luck manipulation off.
Possibly Type 9 immortality seems iffy. Wouldn't say Hades is able to overcome that considering his spacial manipulation is limited as is his range of influence. Unless there's proof he could overcome this, I'm giving my vote to Cthulhu.
