    Not sure about that since last I remember most of the 4-B feats also came from Silver Surfer and Thor, with exceptions like Richard Rider Nova and Sentry I believe.

    That would be hax at best though. Characters in DB can rip holes in time and space by screaming but they're not High 3-A/Low 2-C for it. Hulk would need to destroy the whole realm in one go to scale to its destruction.

    That's actually incorrect. The Phantom Thieves in Strikers are much weaker due to being rusty and the fact Igor is not present, meaning Joker can't access his strongest Personas. That statement there is just for gameplay reasons it seems.
