What I meant is particular acceleration can go up to any speed up to near light speed. And particle beams can be any speed. Both are equally described by any tech that accelerates particles and shoots them out as a beam. The speed part isn’t innate to the description.
Honestly that’s been on my mind a while too. It’s an accelerator, it doesn’t need to have a set speed especially since ours takes multiple building sized complexes to get a single atom to move as fast as we can get it.
Pseudo black hole creation isn’t its own type though and is often just rated more akin to gravity manipulation that tried and failed to be the actual power.

If you want them to have the motivation to just fight seriously, just reword the rule “the character wants to fight with a serious mindset, though they are not intensely more murderous or aggressive than normal. Nor are they out of character.”
Even what you are saying is different then people interpret it, people absolutely view it as the worst case scenario and have done so for years constantly in dozens of fights. Even if the bare minimum is too weak, the current is still way too high and needs better clarification.
