Tbh, I vote for Nier for obvious reasons.

She just has better haxes overall, since the pages, immortality isn't a problem either since she already can counter's Yogiri's immortality, for that matter

I don't see any winner here. Nier cannot erase natural nonexistence type 1 and all of its aspects, so she would not be able to do anything against him.

Nier should be able to interact with Otherworlders, like almost anybody else, while possessing Nature 1 NEP likewise herself.

And, mind you, has L1-A range (or in other words, hax range via concept), all Primal Beasts possess such a range, in fact.

Since we are using low 2-C keys for Nier
Then I would only argue for what she has there.

Firstly, Primal Beast and their Astral energy, despite not being effective against Otherworldly beings who have NEP type 2 can still affect them to some degree
second. Although Yogiri is the end of everything. Such is not the case in Granblue because concepts like Death, Destruction, Rebirth, Creation, and End are just part of a single Providence that the Omnipotent has created
Nier's Death represents the end of things, much like Yogiri. But it has the capacity to evolve due to Death being linked to Rebirth and Rebirth being linked to evolution. This is seen where
Inchoate World, who has already reached the level that he can create his own Providence Terminated Death from Providence Itself that he created
Death died and came back and even destroyed the very power that allowed Inchoate World to terminate Death from Providence
Inchoate then explained How Death works and that not even he can escape it normally. and how it applies to everything, and these Laws of Nature (Sometimes referred to as Providence) are irreversible (This is long to explain, but lets just say Laws of Nature is like a 1-A Law). But since He is basically on the level of Creator, the very act of death is something he can resist and subjugate, and proceeded to kill Death and absorb its remains
Death comes back YET AGAIN despite her entirety being absorbed completely. Then later is explained as the power to evolve

Now what does this all mean?
This means that Nonexistence, which still falls under the Laws of Nature, is something Death can affect. And we literally have the Primal Beast that represents Void and Nonexistence, who can exist without a core and simply as a shade and be affected by Astral Energies

If you're arguing also Other: Fate, History, Causality, Space-Time, Life & Death

These, too, don't mean much, as those are all concepts in Granblue and by default are nonexistent in their true form as Sky Essence, and by default, NPI to concept allows them to interact with it

Fate being part of the wedge
History being Akasha
Causality being Orologia
Space-Time being Akasha and Angra Mainyu
Life and Death are tied to Destruction and Creation

Oh and killing Nier does nothing as Death can just revive her
