Introduction
Hello everyone, welcome, today's thread is one that has been long overdue and something I've been putting off for almost a year due to CRT backlogs amongst other things, though in the end I'm glad it took this long. I want to start by saying special thanks to @Deonment and @Astral_Trinity439 for helping me with this over the past few months, so let's get right into the proposal.
Starting Evidence
Starting things off, the Hetero Tower is stated to be higher dimensional, and above time, as it is beyond humanities wildest dreams to get ahold of it, given that they haven't even conquered time itself. The whole tower is a spacetime-continuum, translation accepted here. It contains the multiverse, as within the Hetero Tower the multiverse is seen as snapshots which are further shown branching orthogonally from a base. Characters who utilize the Hetero Tower and its temporal attributes are then able to achieve cross universal travel, with this range extending across all universes, as well as traveling to other points in time within the current timeline.
Infinite Un-synchroneity
Now with that we can move on to the next piece of evidence, proving that the tower has infinite un-synchroneity, this is a pretty simple task. Firstly, time inside and outside of it are different, no matter how long you have spent in it when you're back in reality the time of the real world is determined by the deviation at the exit. If the deviation is low then for the outside world you've only been gone a short time, naturally if the deviation is high then the time you've been gone becomes far longer. We know Lee spent an infinite amount of time inside the tower, and no this isn't hyperbole, as every past and future version of himself was ascending it. Yet he, and other characters are capable of keeping the deviation at the exit within 1 year regardless of how much time is spent inside.
Difference/Main Evidence
Nothing about life, death, or time is normal inside the Hetero Tower, this helps us show difference. Now all these points wouldn't make for a very strong argument if that was all we had, however what truly nails this in the coffin is the following scan, where it is just blatantly stated that the Hetero Tower has it's own timeline which needs to be synced with the normal universe. All in all, this would pretty obviously mean the tower should qualify as having a 2nd temporal dimension.
Adjustments
Some minor tweaks are to be made to a few pages
Conclusion/TL;DR:-
The Hetero Tower should qualify for a 2nd temporal dimension, and it's rating should be changed from 2A to L1C. Once again, I appreciate @Deonment and @Astral_Trinity439 for assisting me with this, have a good rest of the day.

Adjustments
Some minor tweaks are to be made to a few pages
- The Hetero Tower's Large Size should be type 4, and type 10 within itself. The tower's projection when viewed from the outside is easily viewable from space, its type 10 justification remains unchanged.
- Due to this recent staff CRT the Hetero Tower's AE will be removed, as well as Ishmael's, this also means the NPI will be removed
