Transcendance BS [ Where does this scale? ]

So, lets set the scene. You have a character who scales to at least 1-A. However, you then find statements that say they transcend consciencenous by virtue of their higher-level of existence. Does this scale anywhere? If so, what tier? If not, then does it require further context or is it not able to be scaled?

Wouldn't transcending consciousness just be part of being 1-A? Like, wouldn't you already transcend a normal dude's consciousness?

(Also, some clarification would be nice, like do they mean that they can't be comprehended or what)
