This should hopefully be simple.
So in the Alien Space manga, Welt fights Murata Ryusuke who has fused with the Alien key and became a higher dimensional being that views the lower reality as a fictional novel. To defeat this enemy, Welt uses an attack called Singularity Rebuild which, as Welt explains, can use gravity to affect any dimension as gravity works the same on every dimension and can return them to the singularity where space was born from.
This is only possible because of welt's Herrscher core in which Herrscher cores are directly connected to the Imaginary space through Imaginary Singularities, which are fixed points in the imaginary space that exists in all dimensions simultaneously while carrying no dimensional information themselves (non-dimensional)
For these reasons Welt, or any herrscher who uses the Star of eden, should be able to use the 3rd power of the Star of eden, which is the Singularity Rebuild while excluding other characters who arent herrschers from this ability (future proof)
This will Grant the Star of Eden: Enhanced Gravity manip, Spatial manip, Dimensional manip and Durability Negation as well as a rating of "Low 1-C up to High 1-C with 3rd power Singularity Rebuild" with a justification with something on the lines of;
Low 1-C up to High 1-C with Singularity Rebuild ."The effect of gravity remains the same on all dimensions even higher ones, as such the Singularity Rebuild is capable of returning all dimensions to the singularity effectively breaking them down."
