Perhaps, Ciel-san could have revived Clayman completely. It seemed to me that the success rate would have been reasonably high if the Emulated Soul had been inhabited by the information particle residue and given a temporary body. But I never heard the answer. Clayman was dead.

Clayman is dead. There is no existence to maintain. He literally dissolved and only his remnants (information particles) are left, so Rimuru used his information particles to heal Teare because they were friends. It's a symbolic scene of using dead comrade to save alive one, NOT CREATING A FREAKING MANAS OUT OF DEAD CLAYMAN.

Not to even mention story never shows us Clayman existing as manas or says Clayman got turned into manas. Rimuru in volume 23 saying Luverger won't be alone only confirms Clayman was never freed.
