You are taking that one line out of context: "Feldaway destroyed the universe, but the world still hasn't collapsed entirely." What it actually meant is that Feldaway sent Rimuru to a point in time where the universe have lost all life and their fundamental structures are destroyed due to passage of time, but they haven't collapsed completely because time travel can still be used as timeline stil exist.
That is why Rimuru considers various time travel options, like Hinata's skill, but conveniently, Ciel has already come up with the solution.

1-You know you can read scan I attached its not that hard. Zalario destroying many dimensions has no explaining what he did. In vol 17 it was mentioned just conquering one dimension take 10,000s of years. We dont know if he only destroyed the interior of dimension of what size of dimensions and how much time it took. There are small and weak world. He never destroyed anything later on in the story where we can scale or assume what level of destruction he can cause.

Feldaway power was limited to him sending him in far away future it did not collapse the structure of the universe thats the reason they can time travel back.
