I think that depends on whether the AP required to create and destroy is the same. If you destroy a solar system, it’s easily 4-A depending on its size, but if you create one, you need to show that the AP is equivalent to what it would take to destroy it.

I think it kinda just defeats the purpose of 4-B if every starry sky defaults to 4-A like if its creation or destruction sure but just seeing a starry sky shouldnt default to 4-A
