Can abilities like Plot Manipulation, Existence Erasure, and Regeneration/Resurrection be counted if they come from a story-within-a-story? In other words, if these feats are only shown in an in-universe narrative rather than directly in the main storyline, are they still valid for scaling the characters?

What if said abilities is stated to affect also the main story world? (Not main story line but the world itself outside it).
