Output is AP when it supports the agenda and isn't AP when it contradicts the agenda.

Sukuna is a Culling Game Player. He was a Player from the exact moment the Culling Game began (when he had 16 Fingers), which is why Yūji, his vessel, was included as well. Arguments like "but he's listed as Itadori Yūji" do not hold water because all incarnated Players use the vessel's name, such as Uraume, Kashimo, Ryu, Sukuna as Megumi, and even Kenjaku as Geto. Sukuna's status as a Player roped in Itadori, not the other way around.

If Ryu has the highest output of all Culling Game Players, then Ryu has greater output than 16F Sukuna.

No it ain't. It quite literally says he can still his max output even without his technique.

Ryu's output even with his technique does scale comparable to his physicals.

But fully-charged Granité Blast is stronger than Ryu throwing out a right-hook.

Yuta quite literally took his biggest Granité blast to the face.

16F Sukuna's regular Cursed Energy Output is around 10x beyond this Yuta and Ryu, do you quite literally read how Sukuna literally says his entire OUTPUT is lowered.
Despite this, his 10% output still allows him to be superior to Maki's physicals who is at least comparable to Ryu physically (frankly shes stronger but whatev) while Granité blast even at his strongest is still relative to Yuta and Ryu's physicals.
