The part where you have to manipulate all 18 Paths in its entirety (which obviously also meant you're capable of using all of the 18 Paths' abilities and this is just Composite HSR) just to be able to manipulate Honkai Energy is definitely too restrictive. If there was a character saying "I'm finally able to manipulate Honkai Energy after manipulating all 18 Paths and using all of their I.E in its entirety" and then Vita is legit capable of doing this solely with her status as a Pathstrider of Elation cause of the Elation Mask, so nah
