Noumena are pure indeterminacy. Nothing can be predicated of them, because human minds are delimited by a priori conditions. As such, it follows to claim any tiering is inherently incoherent as well, since that pre-supposes you can predicate any intelligible content of them, which is definitionally invalid.
If you want to claim they're noumenal, you're claiming they're intrinsically untierable.
