with the current scaling and profiles we have yes, i dont know about ggz because people i know say that CoTW (Commander of Will) is stronger but i dont rly care about allat when kevin neg diffs them with narrator scaling

CoF also upscales massively from feats of welt and zephyro nuking cosmos and otto genuenly making entire new branch on tree but basically what poopsie said its the only entitiy in hi3/hsr with consistent statements of transcending space time and dimensions

By the time of the moon arc base Kiana is at least HoV level and base Mei is HoT level around chapter 17. They got massively stronger too.
