Depends, High 3-A and above are still High 3-A and above. But destruction of a 3-A sized universe could vary based on inverse square law and what not.

What if a character no-sells that? Would he get 1,5x-8x multiplier from that?

You don’t get multiplier for no-sell something. You only get “At least” rating.
