As someone who deals with circular scaling frequently, because my main verse is WoW and it is ******* rampant there if you are not more careful than hell to the point where major scaling points like Mannoroth need notes on their profiles to not do X because it causes circular scaling...
This is not circular scaling. It's just two different sizes doing the same fuckmothering thing to the same fuckmothering guy.

Also a speed of 2x more than the opponent isn't a blitz. Different speeds have different levels of "blitz", not just flat out 2x. You're just ass up wrong.

Naruto on this wiki is 10c, and he is only 28c in reactions due to keeping up with Kaguya, but he does not scale 1:1 with her.
Luffy in gear 5th is 13c, and he is 40c in combat speed in his giant form, then he has reactions far higher than that.

does NOT apply to in-verse mechanics universally. If it did, Naruto would be getting blitzed multiple times over and Luffy might actually be sniffing MFTL. How blitzes work in this case, would be X is slower than Y who gets blitz by Z so Z blitzes X, regardless of the actual difference in their speed tiers. This is ignoring upscales and everything else.
