What power is this?

So, been playing a certain RPG, and in it there is a peculiar weapon. The setting has acausality/paracausality too etc, but the weapon is considered abnormal even by that.

1. The weapon itself doesn't exist yet, it has not been made, but will be, yet its still there. Does this classify as Type 1 or Type 3 NEP?

2. When it "shoots", it doesn't fire anything. Things are harmed/shot and receive damage anyways. The attack can't be dodged nor reduced (always deals the same damage no matter hpw durable the target is) or denied in any way. It explicitly ignores all rules/laws, can bypass causality-based defenses, invulnerability, immunities and intangibility. What abilities does this thing have?

It doesn't fire anything is very vague so idk what it is

Its attacks can't be dodged could be either Probability or even Fate hax, or some other abilities depending on contexts. Can't be reduced could be resistance to Damage Reduction or Durability Negation

ignores all rules/laws could be either Law hax or resistance to Law hax

can bypass causality-based defenses could be resistance to Causality hax or it have its own causality hax that counter the causality-based defense. Again depend on contexts

Bypass invulnerability could be anything.

Bypass immunities could be resistance negation or something else, depend on what kind of immunities the verse show

Bypass intangibility is NPI i guess
