if u affect Char that have BDE, does that mean u have BDE too?
 
No, BDE is state of existence, affect BDE at best give you NPI

I guess kinda related or unrelated question but : would having HDE above BDE1 place grant any specific tier, or would it just scale to verse cosmology?

Having HDE depends on the dimensional hierarchy that a character abide by within said structure of the cosmology, so if they are 5D in existence, their HDE would be 5D and vice versa.
There's no inherent hierarchy between HDE and BDE1, a character that possess HDE but have no NPI pertaining to BDE1 will not be able to interact with BDE1 characters, likewise, BDE1 characters who doesn't have the range to affect a HDE character on a certain dimensional existence would lack the capacity to affect said character.

I mean.. in some cases where a character is both higher-dimensional and lacking spatio temporal features would you need to account for both gaps.
