No. That word (时) can have different meaning (i.e season, hour, etc) depends on the context. With it being together with four of these 是之化身 makes it to one only conclusion: Embodiment/Incarnation of Time/是时之化身, and it is talking about Time in general because that's the context. The context is talking about someone with the power of time.

That Wiki exaggerates. But I have no doubt that she is superior to any of the Archons; she was the third of the 11 Fatui. So she already had Archon-level power. Her Trilunar Authority must put her above them.
