While One Piece is the world's best selling manga, it technically ins't generally as famous as the two other characters and their franchises are

It’s really close between Pikachu and Goku. They both share their respective factors such as individual appearance and attacks. In terms of sheer appearance I would say Goku and Pikachu are somewhat interchangeable but it wouldn’t be far fetched to put Pikachu on a slightly higher pedestal. As for recognisable attacks/concepts I think Kamehameha, Spirit Bomb and Goku’s transformations easily cliff Pikachu’s thunderbolt, volt tackle and so on and so forth. Overall speaking for me at least I’d have to say Goku but I don’t think it’s a SIGNIFICANT gap.

I’m not gonna lie, I was far more impressed with the flawless synergy between new animation and Toriyama’s still frames and manga panels than the announcement itself. Like, the segment between Goku and Majin Vegeta was just peak fiction (visually).
