Yes Nether, it does matter. At best it's just a possibly rating for Eula.
  • Character A has City level Attack Potency and Durability, and Character B withstands attacks from and/or harms Character A. However, Character A was holding back, restricting themselves, not putting their all into their attacks, and/or was in a weakened state during the fight. In this case, it's not safe to assess that Character B has City level Attack Potency or Durability since they didn't demonstrate scaling to Character A's regular statistics.

This is how the False Sky and Firmament works, but the Firmament is infinite in size. King Deshret also mentioned that theres 9 layers of the skies.

Okay then. Mavuika and Surtalogi opened the firmament, and Dottore opened the false sky. The "outer" layer and the "inner" layer, I suppose. Although it doesn't make sense, given that Nicole mentions that what Dottore did made Teyvat visible. I think it's best to assume that the developers don't even read their own narrative (like most players).
 
By the way, shouldn't Columbina have an addition to her intelligence section, especially regarding her plan to escape from Moon's Reflection? She literally managed to do what her sisters couldn't, even though they tried everything.

Columbina devised an extremely complicated plan to escape Moon's Reflection, which is designed to hold a Moon Goddess and her Authority prisoner. Using a flaw in the design of the place, Columbina separated her soul from her body and kept it inside Moon's Reflection, turning her body into moonlight and spilling it over Nod-Krai. From a fragment of her own soul, she created a Kuhenki to serve as her "anchor" to the present. When her authority, body, and soul were reunited, she was able to return to the present.

I thought of some additional abilities related to her plan.

Something like:

Shape Shift: Since she turned her body into moonlight and spilled it over Nod-Krai, she probably has interdimensional range.

Sealing: Part of her plan was to "place" her trilunar authority inside the Frost Moon.

Some AP feats for her key as a Trilunar Goddess:

Either by herself or using the Frost Moon, she created a huge hole in the false sky barrier that is designed to keep the abyss out of Teyvat's reach. With her trilunar authority, she can casually open a path to the Frost Moon, which required the power of two Moon Marrows (containing the authority of a lunar goddess) in addition to Columbina's own power. This path to the Frost Moon also planned to bypass the false sky, given that Columbina can open the false sky with her trilunar authority or by using the Frost Moon, she should be more powerful in terms of power.

They hate you, but since 2.4 and forward, i always knew you are the goat and keeps spreading the truth. Even if those still refuse to believe you, know that i will always be with you and believe on you.
