Dottore only had the powers that were in the moons of Teyvat. The sisters implied that their moons also had some degree of authority and power within them. We even have Columbina placing her trilunar authority within the Frostmoon.

Quite paranoid, in my opinion. Even the Heavenly Principles taught the Four Shades a lot, given that Ronova knows how to manipulate ley lines. The main line of defense over the abyss. And yet the moon sisters call him "paranoid." Nibelung didn't tell them everything about the Teyvat order regiment, and that was the reason why the Heavenly Principles were welcomed as guests by them.
