I haven't read all of the previous arguments in this thread, but I think Susie should take this more often than not.
On the defensive side, Susie has experience with many types of bullet patterns and Danmaku, which should help her greatly in avoiding Sans' attacks. A big thing here is that since Susie resists soul attacks and is many times stronger than a lv19 Frisk. This means she should have a lot more HP than they do and last a lot longer under the effects of karma.Idk how we treat DR to Undertale HP so I might be wrong here. That, on top of her healing via BetterHeal grants her a lot of needed survivability that could help her outlast Sans here. Since she has NPI, another thing she can do against Sans' Danmaku is block and reflect oncoming attacks, which could help her when dealing with Gaster Blasters or rows of bones.
For her wincons, her easiest (and what she'd most likely go for in character) is prob just using her SI and talking to Sans. Assuming the little blurb in OP is meant to be the actual context of the fight, it shouldn't be crazy hard for Susie and Sans to just talk it out. She can also tire Sans out with her ACTS, and while she can't directly spare Sans from just him being tired (since she doesn't have Ralsei to Pacify him), she can eventually make him fall asleep which would be a win for her. If Susie takes a violent approach here, while Sans might be able to avoid her axe swings (I personally think he can't even with his IA, since he has no way of knowing that Susie's attacks are just gonna spawn on top of him and has never dealt with that kind of attack before) considering how accurate he axe swings can be (Being able to tag Jevil and the hair on Gerson) and how fast she can slash she could evenualy land the hit she needs or just overwelm him with attacks. She could also send a couple of Rude Busters at him, which, even if he might still get chipped by their AOE.
