Actually, improving them is quite difficult if there is no basis for why they are placed in a higher tier.

I even wonder why emanators can increase their tier to the same level as aeons just because they use the same path? Actually, what needs to be fixed is the emanator's tier, remove their tier 1 and the problem is solved, because using the same path as aeons does not make them have the same tier, if that is the only justification used, I don't think so.

I too am also curious why the emanators are low 1-C.

Well jokes aside, before the scaling was nuked Vita by the end of P1.5 would've been up there with the Herrscher trio & Kevin since Sa (who she absorbed) was stated to be 1/10th of the CoF, or generally something along those lines
