That's not how it works
The force of the explosion can and WILL kill people if they don't have the durability to live it, no matter how high their heat res is.
If they just have high dura but little heat res, they'll die to the heat
People's heat res or high dura won't let them tank it, Heat Res AND the durablity to will.

There’s not much more I can say to you to help you understand.
All I can do is tell you to actually read the explanation of his attack.
Fuga isn’t one of explosion, it’s literally billions of mini explosions all occurring very quickly.
Your interpretation only works if all of these explosions were condensed into a single point and expanded outwards, or if the energy of mini explosions somehow combined and at all points of the explosion 7-B energy existed which makes no sense.
If all the explosions occurred INSTANTLY nothing would change, because it’s individual explosions taking place over a wide area.
Please look at the 7-B calc, the premise of it is finding how many dust particles are actually present in the domain and how much energy those particles exploding would yield

Fuga is low-key large country level and Mahoraga has crazy durability for tanking it at its epicenter

Ah I get it, it doesn't matter fuga hit Mahoraga point blank, because Fuga has the same City level AP in the entire domain, that's what you're saying right? Yeah. I get it now. Very skibidi indeed

Sorta kinda, Fuga in it’s entirety produces 7-B levels of energy according to the newly accepted calc, but due to the mechanics of the attack, individual explosions occurring within the domain, enduring Fuga doesn’t mean you need to be 7-B, it means you have to be able to endure those miniature explosions that occur around your own body.

Totally definitely. Thanks for the idea now I'll be off to multiply Fuga by itself two hundred times to get it's true planet level value and make JJK planet level again!!!
