No, you got this COMPLETELY wrong

Bass scales to 78.67 Ronnatons, which is lower than the 1.64552679 Quettatons that MvC Rock MASSIVELY upscales. You clearly didn't read the pages right and didn't reading the MvC High 5-A scaling blog linked on MvC Mega Man's pages
 
Also, here's an outline of the advantages:

Bass
-Stamina
-Healing
-Range

MvC Mega Man
-Greater AP, which is covered in greater detail in the High 5-A scaling chain blog (Hyper Mega Man also keeps this up even if we assume the Super Adaptor somewhat closes the gap)
-More skilled in melee combat
-More versatile (since the OP said both have their full arsenals, Mega Man's got his assists remember)
-Superior LS (Class Y)
-Has attacks and abilities that deviate from Mainline Mega Man, which lends him some unpredictability


Honestly, I think this sorta just comes down to MvC Mega Man being generally superior to Bass and taking him out in a straightforward manner

I feel like actual Classic Mega Man would be much more interesting.
I was going to do it, but since Canon Rock has Time Stop and those things, I found this one more interesting since Bass doesn't have the same insane Hax as Canon Rock.

But I will do that one in the future
 
Voting for Bass. While he may be weaker, any one shot would result in him coming back via Spare Bodies and learning his lesson. He's also similarly skilled to Rock, who should have more experience than the MvC counterpart who seems to cap at 8 while Bass is comparable to Modern Rock. MvC Rock has also no counters against M-tank or attacks that are colder than -200°c, instantly making Bass win the fight

Also, Shadow Blade will screw up Rock's tech considering it can do that.

Experience =/= Skill

Experience can contribute to skill, but it does not outright determine it. In both Mega Man and MvC for example, we have plenty of lesser experience characters proving to be far more skilled than those with countless years of "experience"

That being said, I do think Mainline Rock based on his list of skills feats IS more skilled than MvC Rock (MvC Rock sadly doesn't have the cracked skill scaling that other characters in MvC have). The problem is, I wouldn't ever really say Bass is on par with his rival in skill. He's certainly on par power wise, but Rock always seems to outdo him, even while reluctant to even fight the guy. Heck, Rock can beat the brakes off an amplified Bass

I'm more inclined to give MvC Rock the skill edge against Mainline Bass, given MvC Rock is stated to learn from his fights to become better, and has defeated the likes of Onslaught while the latter was aided by his own summoned fighters and Sentinels. Plus, as I mentioned above, there's no debate that MvC Rock is a better hand-to-hand fighter on the basis of...he actually uses strings of hand-to-hand attacks and grapples while Bass is primarily a ranged fighter. Of course, I think this fight will be using a lot of ranged attacks, but eh, it's wroth addressing

I will grant you that MvC Rock has no resistance to the cold-based attacks from Bass. Shadow Blade and M-Tanks are definitely wincons, though I don't think Bass would use the M-Tanks in-character if he's treating MvC Rock with the same rival-attitude he's got towards Mainline Rock

However, you did remind me of something that I'm only realizing now

The Spare Bodies could prove to be troublesome, but not towards MvC Rock. Since MvC Rock, in-characters, takes the abilities of the opponents he defeats. If Bass comes back...he's gonna being facing an opponent who's not only still stronger than him, but has now absorbed is abilities


M-Tanks could still overcome MvC Rock if the latter absorbed the abilities of Bass after taking him out for the first time, but like, I'm unconvinced that Bass would use that here in-character
