No but it needs to be strong enough to where it is relative haki levels... Otherwise if its lower haki lvl you'd be unable to fully counter their abilities

Btw, this Manga page alone debunks every single point of his… it says “arm haki doesn't yield to devil fruits” so no, akainu doesn’t have a a strong df that defends him against haki
It then says he’s also guarding with Haki, making both cancel each other out based on them being relative, it then says there’s no damage unless we surpass that Haki
That page is a legit 1 to 1 parallel with Marco and Vista against Akainu

Depends if you think Rocks is stronger than primebeard and if Harold is an equal to Rocks. If you agree both of these statments are true, Rocks and Harold are above all them due to being around primebeard level.
If not, I think that Harold is around the level of Kaido and Big Mom individually (high diff fight against either of them) and Rocks is above him so he edges all of them out. Shanks is weird, either he is 'only' above Kaido and Big Mom and so above Harold or we can interpret some stuff to make him closer to pirate king Roger copying his sword technique and other stuff. Overall for me is something like:
Harold<Big Mom<~ Kaido~G5 Luffy< Shanks~Xebec

So it is confirmed in this new chapter none of the rocks pirates including roger were in their prime in god valley. Meaning they potentially surpassed xebec individually decades after.
