This man is just wildFirst of all, I'll say that prior knowledge gives the fight the necessary balance, as this Kaneki key has no resistance (even partial) to deconstruction, and he's less experienced, more aggressive, and seeks direct combat with stronger opponents, though he continues to read and analyze them.
However, everything plays out differently when you know the opponent can kill you with a touch, and their AP simply destroys you. The main factors in this fight will be endurance and maintaining distance. This leads to the following battle scenario:
Kaneki keeps his distance, actively moves across all planes, and destroys Chisaki's spikes, as their durability isn't Low 7-B. He can pelt the enemy with cars, building fragments, and spikes, throwing them at high speed and with tremendous force, thanks to his LS. His tactics will revolve around actively dodging spikes with his kagune and increased mobility, as running along walls and maneuvering while jumping is easy for him. His hits should be highly successful, so he should note Chisaki's timing while he heals himself, studying him. At some point, he will raise a dust cloud and approach, hiding behind one of the rubble, in an attempt to land a critical hit on Chisaki when he's vulnerable or not expecting Kaneki's point-blank attack.

Dust cloud can be a good line of defense, as Chisaki lacks heightened senses and relies on sight, while Kaneki is capable of fighting instinctively and reacting to sudden enemy attacks from behind by the sound of them falling.
Ultimate caution, instincts, and maneuverability will be essential. Kaneki was already untouchable against an opponent who had accelerated perception and relied on hearing in combat, so he'll be confident in the dust curtain, evading attacks. Kaneki's skill level is far superior to Kouma, who could stop unknown surprise attacks at point-blank range and then evade AOE danmaku even without a foothold.

His skills are also sufficient for a quick victory over Mogan, who defeated Yomo, who successfully reacted to attacks with "teleportation" speed, and he easily defeated Hirako, who could mimic Arima's movements and, purely on skill, delivered a cleaner blow than the two veteran investigators with Arata, who enhanced their strength and speed.

- Deku, in his base form, could not perceive Gran Torino while they were training. He was moving so fast Deku literally couldn’t even see him. Despite this, Deku predicted his movement trajectories TWICE. Once was when they first ever met, he predicted Torino’s pattern of moving behind him and twisted to hit him, which Torino even praised as a good prediction, but Deku was just to slow, otherwise he would have hit him. The second was to bait him into a two layered trap and score a hit on him while activating 5% Full Cowl, which he had learned 30 seconds ago, forcing Torino to use a higher speed out of sheer panic, and even then he got hit.
- Against Stain, first ever encounter before he even knew anything about him, Deku predicted Stain’s swing back and preemptively jumped over it to land a straight shot to his head. He was only caught by Bloodcurdle and paralyzed because he didn’t realize that’s how his quirk worked with a tiny drop of blood, otherwise he would have dodged the second blade Stain had for when he dashed between his legs.
- Against Mirio, who he had seen fight for a total of 5 seconds, he predicted not only that he would be coming after him in the first place in a group of 10+ people, but also the exact area he would come out of the ground and was already launching a kick at his head before Mirio, who is faster than him, could fully process that he had just been predicted. Mirio only manages to get the upper hand because he is faster than 8% Deku and thus reacts before getting hit.
- Gentle Criminal was similarly way faster than Deku to the point he could not predict his movements from his rapid bouncing on top of reflecting back his own attacks to mix in with his bouncing. For all of 20 seconds. Because immediately after claiming Gentle is impossible to predict, he breaks down his quirk, predicts the exact angles of his applications on them (despite the air barriers being invisible), bounces off them to catch up and outsmart Gentle, then again in a split instant before his back even hits the ground, as Gentle spawns an entirely new air barrier shield, threads between the invisible barriers to bounce off the top one and score a direct hit to his chest and apprehend him. A mix of predicting the exact size of something that is invisible, predicting Gentle’s own reaction to him dodging his first attempted barrier, calculating an exact angle to bounce his air shot off of and executing it perfectly for a capture, all in a near instant. All of which he did purely based on his intelligence and predicting the exact usage, speed and technique of an opponent that not even a minute ago he couldn’t predict at all.

Kaneki's Speed Amp is simply superior in quality and, combined with his accelerated perception and heightened senses, provides a greater advantage.Keep in mind Mirio was blitzing the entire class that was jumping him and looked like he was warping in their eyes, all that and yet Deku still predicted him in 5 seconds. Later on he proceeds to get cooked by Overhaul.
If Overhaul tries to escape the dust cloud using constructs, Kaneki destroys them. Deku has already demonstrated a successful tactic of knocking Chisaki unconscious by hitting her head or wrists. Theres also the ghoul erasing bullets that he has no knowledge about and if he gets hit even once by it he would just get turned into a mere human and then proceeds to get skewered by spikes. Considering this dude would be weary of his Overhaul quirk and the spikes, I don't see why he would not get caught off guard by a random ass bullet that just erases his abilities.

Unless Kaneki simply gets predicted. Not like Chisaki firing bullets will hinder with 4 arms.Kaneki simply doesn't get hit by bullets because he always dodges them, without even trying to block. Chisaki's attempt to fire will only lead to him being less focused on defense and attack.
Prior knowledge + prep time + future sight + great analytical prediction = still got cookedThe combined strengths of Kaneki give him more tools for evasion, so comparing him to Nighteye is simply odd.
Broskie the first one was him being injured1:46 and 4:40 - we see that both speedblitz and surprise attacks are quite effective against Kai.
Just because he can fight a faster opponent with anticipation doesn't mean he can fight an opponent with analytical prediction, instinctive actions, heightened sonar-level senses, accelerated perception, and a multi-layered blitz amp
If Overhaul touches the Kagune, it will decon Kaneki. A single touch of his hand can instantly deconstruct an entire room as long as the substances are connected. If the Kagune is part of or connected to Kaneki in any way, Overhauling it will affect Kaneki’s body too.
Every skill feat I’m hearing for Kaneki is ass and gets read by Analytical Prediction and Overhaul’s general intelligence. “He fought guys that can avoid Kagune that are unpredictable” ok so which of them has kept up with blitzes.
He struggled against Quirkless Mirio cause Mirio is even better at analysis than he is + he had a broken arm so his skills were literally halved until he healed himself at the end of it. Mirio was going to die to him. Not to mention he IMMEDIATELY folded Nighteye, Mirio’s master whose predictions were as good if not better, the moment he fused and healed.
