Narukami is considered an effective method of combating a ghoul with high-mid regen, and Zombieman ultimately demonstrated no resistance to electricity. Yeah, that dude's strong, but he's a glass cannon. Arima will destroy all his weapons, chop them into pieces, and incinerate them with lightning.

Realistically, I think they're referring to Narukami and Higher Mind as being capable of delivering big enough attacks with high output to destroy Noro's body completely since he's almost confirmed to not even be a real person but a living Kagune. The gap doesn't help much, Arima's at best knocking him around with it. Skill becomes irrelevant when time factors into this. When a day goes by and Zombieman's still alive, Arima will become fatigued and that'll be where Zombieman can win. I honestly don't understand it, but he survived against Carnage Kabuto who is H6C and would definitely have been pulverizing him.Anyways considering the gap in ap, skill, and LS + electricity what stops arima from just reducing him to minemeat?

Actually, no. Electricity affects the entire body, penetrating deep within. Take Agni, for example, where he regenerates after his body crumbled to dust or his regeneration core was burned by lightning.That's what happened to Zombieman against HE.
By the way, Narukami is quite successful at vaporizing/pulving solids.That wouldn't stop Zombieman from regenerating.
