No. The context is more about how Gravity Falls is more subsceptible to attract Weirdness due to it being in a critical spot between the universe and the Nightmare realm, very specifically a "weak spot between dimensions".

Can I ask? if Bill being in Nightmare Realm makes him resistant to law manipulation, physical manipulation, casaulity manipulation then why not make him resistant to time manipulation, spatial manipulation?

Nightmare Realm, as Orange said, is indeed with space-time properties (hence why it's a Hypertimeline to begin with).

Gravity Falls treated lower dimension is 2D being (comic, etc) due to 3D being, so as banners I guess it's should be Dimensional Manipulation

I remember Zanthar knocking Time Baby out of the Nightmare Realm with the Nightmare Realm being infinite (although describing the Nightmare Realm as infinite sounds flowery to me) and containing infinite universes it gave Bill infinite attack speed right? 0^2

Bill stated that he and the Henchmaniacs were planning on destroying the entirety of the multiverse, which he confirms is infinite multiple times. Now what os crazy about this is the fact that it is described as: an infinte mulitverse, all conceivable realities can and must exist, which means there is logically there exists a paradise exactly tailored to every desired imagined.
So this seems more like a high hyperversal feat imo

It already is used as supportive for his Weirdmageddon Key:
We do not assume infinite dimensions from Hilbert space and MWI stuff by default, afaik due to non-infinite-dimensional Hilbert space being a plausible structure for MWI as well. Even if it was High Hyper for cosmology, "all conceivable realities" refers to all infinite Nightmare Realms with infinite versions of Bill himself, so Bill wouldn't scale anyways. He only scales to a single Nightmare Realm.

The latter definitely, they're just viewing past events.
Even then, Dipper, Mabel and Blendin getting there is an anti-feat against R>F.
