It's a piece of paper, not to mention that Mr. Burns can at least crump a wad of it (hell, it's even mentioned in it's weaknesses)
 
I'd like to vote for Mr. Burns, since that wincon I mentioned before is kind of 50/50, just to keep that matchup away from a stomp territory. Since Mr. Burns already have a job - it could negate some of Job application's fear manipulation and then Burns can just rip that piece of paper or just crumple it
 
Yeah the paper is stronger
Weaknesses: He is incredibly greedy and stingy as well as extremely selfish and averse to rewarding good deeds with money. The only apparent reason he can survive is through his sheer hate, and he can not give out his kindness without getting killed as a result. Because of his unnaturally long life, Burns has numerous physical ailments and health problems (or more accurately has every physical ailment and health problem) and he often has great difficulty performing the most basic physical tasks, such as giving a thumbs up, receiving a hug, crushing a paper cup, or stepping on an insect.

In that case, Mr. Burns can just put the paper in dustbin and win via BFR.

Even if we include the fear, Mr. Burns has a lot of time to overcome his fear of Job Application - especially since Mr. Burns already has a job. Fear is not strong enough to instantly incap him, and later he can recover, after a few minutes. After which he can put the paper in dustbin or tear it.

So i vote Mr. Burns.

24 hours for matches that have 3 votes gaps and is considered a victory for side that have more votes, 72 hours for matches that have less than 3 votes gap, and after this time passes - it's considered inconclusive
