Both have pretty on-par levels of skill but I'll give it to Goku. Kamehameha should do the trick which should overpower even Shinku Hadouken.

Goku at this point doesn't have enough practice with the Kamehameha yet and Ryu's Extrasensory Perception would allow him to sense the strong Ki coming from Goku, meaning he's most likely gonna evade it A beam struggle would've been awesome though

Maybe true, but that doesn't mean he isn't gonna throw. Somersault and Shoulder Throws are his main go to for it.

That is also true, but I should remind that in the rules they can also lose if they're out of the ring so it's not just the AP that's important.

A ring-out victory would be hard for Ryu to achieve since you didn't lock the nimbus or the power pole, which also gives Goku an abysmal range advantage

Doesn't Ki have soul damage now, even at its lowest levels? How does Ryu get past that if Goku hits him with ki attacks? Also Goku has on-sight skill copying so any moves Ryu uses that he finds useful he'll just copy and cannibalize into his own fighting style.

Isn't that only with advanced users? Glanced at the ki page and it doesn't list that at basic but it says resists to soul manip. Assuming this I'll vote Goku via his ap edge and ability to copy the techniques that Ryu has.

Go down further in the list until you reach that part that lists Videl and Yajirobe as examples specifically.

From the Ki Manipulation page, while it says they do have Soul Manipulation at starting levels, they can't do soul damage until they reach Advanced levels. This Goku is at Basic Level meaning he can tank soul damage, but not output it. If I am incorrect, then someone please correct me. Also I'm pretty sure Goku's only ki attack here is the kamehameha...? He doesn't learn Kiai until the end of Dragon Ball, and Solar Flare is also much later in the story. Unless if I'm wrong about that too, then I apologize.

I remember Goku being able to copy the Kamehameha from Master Roshi (albeit had little practice at the time) and the additional limbs/arms later on, but would he be able to copy Ryu's fighting style? I can see Goku copying the Hadoken that's for sure.

It's later in the story after more training but he borderline instantly copies Roshi's drunken fist into a feral monkey-esque fighting style to combat the unpredictability of it.

I see both doing that, he's a guy who likes to learn from any opponent just like Goku. But there's a key difference here, sayan physiology which gives Goku an AD that would make him faster in combat, taking away the other only thing that prevents this from being a stomp for soul damage, (that btw will also get higher) my vote goes for goku here
