She is. Naberius stated she was stripped out of all agencies. But I think a Naberius profile should be prior to being merged and just scale with the rest of the shades.

Just make Apep / Xiuhcoatl profile first btw, it's genuinely so lacking how justification in stats are all COMPARABLE to Neuvillette, a completely different hydro sovereign than the one in the war with the shades

I mean it should be obvious they have Immortality type 1 consider Istaroth is labelled mother of 14 billion years. They clearly don´t age as Shades.
You could even argue they could have type 8 Immortality due them being unable to be killed by genshin characters who existence are lower than themselves.

Type 1 need blatant statements to live indefinitely, but what you are saying is basically assumption.

If she lived before 14 billion years (literally prior to the Universe) by definition that shouldn´t be longevity. According to the power profile, an user with Longevity shouldn´t even be able to live that long without aging.
It´s weird that the archons get Type 1 Immortality while being inferior to the shades and as well living less longer than them.

Well obvious because Archons got the most screentime... However Istaroth is labelled as the Undying Wind that should give her an immortality.

Time cannot affect adeptus, and god can life forever, I think this is enough for immortality type 1
