The Codex does have profiles for some non-explicit heroes like Phylange and Apogee, while not taking a LEGO game into account (though Stratogale did pull a Boeing 707 to safety from a steep dive and Thunderhead's potential ED wasn't brought up; Elastigirl could be upgraded).Honestly I hope we can get profiles for the RSA tapes/Kronos heroes, I've still got my original Incredibles DVD (plus special features) and it's nice seeing a new gen being exposed to old content that has been around for years but was difficult to access these days (until recently).
Before anyone asks we've got profiles for characters that have literally never appeared in their verses and/or have zero feats/lore. So there's zero issues to index characters that have voice acting, brief appearances/cameos in the verse, clear statements of their P&As and a few of those characters (such as Gazerbeam and those who fell victim to CAPES) actually contributed to major plot points in the verse.
And although it's not canon we can still use Lego Incredibles (yes I'm serous, it's still an official release and product) as a frame of reference of how other Supers would've used their powers in combat.
Gazerbeam's attack speed should clearly compare to Jack-Jack's, as his own lasers were referred to as such blasts, make things burst into flame as he had burned a name across a cave wall, were shot through focused lenses in his suit, and had a weakness to reflective surfaces.
