Since Scout can just keep his distance and theres nothing that JC can do about it, I'll rule this a stomp.

Not really, team scout agrees that st close range JC wins

It's just that JC literally can't get there because scout has arguably better acrobatics, arguably better skill, and tons of ranged options that all go above his normal atk speed

If Scout just has no reason to go CQC considering his gun, this is just a stomp.
 
No? That just means scout gets off his wincon first long before the player gets theirs

Outranging a character doesn't just make this a stomp
JC can't even pull off his wincons because of the starting distance and, again, Scout has no reason to go CQC because he has his gun that'll just blast him long before Player tries to get close. OP limited Player's utility to just melee weapons and not even a spec. If player had a spec in this matchup, I'd be more willing to argue. But in this match, he doesn't. I'm getting this closed.

Actually looking at things again because of scouts ap advantage being as big as it is (one shots things more than 3x the players ap) the LS wincon isn't an option so nvm you might have a point
