We have other statements of nothing other than Ultimates working on Rimuru.
Primordial Trio and Velgrynd case has a lot of context not discussed. First off, Gravity Collapse itself didn't work, but later Ultima's poison worked. Why? Because of the difference in Willpower behind the attack.
Primordials have a habit of nuking with massive magic, which means it's harder to determine when they're putting their mind into it and when they're not.
Also, ultimately, the whole "Ultimate > Unique" is due to willpower. So each non-general skill or magic should be judged case by case.
Heck, there are even tons of layers in just unique skills due to difference in Willpower, as many as the amount of unique skills themselves because each person's willpower is different. Shion's skill working on Clayman when his unique level magic didn't do a thing to Shion. Chosen One effecting Bovix (Gozul) who has a unique skill but not Bernie (who at the time only had a Unique skill too). Shion's skill initially not working on Razul but later perfectly working when her willpower is boosted.
And so on and so forth.

According to what Apotheosis translated before, the general logic of the world serves as it's laws. Though Apotheosis is not a translation staff now so take it with a grain of salt of you will.
Volume 21 also says they define everything, even how things interact with one another.
On the other hand, reality warping is a by product of manipulating the laws, as even the smallest manipulation is akin to impacting the world itself.
Ironically, Veldora also said in his journal that controlling universal laws is easier than manipulating their effects within a certain area only. Lol. So normal magic is legit reality warping at its finest.
