If their power varies isn't better an Variable tier? Why would it doesn't scale to physicals?, also I don't think "at least Immeasurable" exists-

just a heads up. 2 mods agreed to merged phainon scaling to 1-B physically so Phainon’s ap and durability probably needs to be changed

On the Lord Ravager side perhaps he could also get the following?
Causality Manipulation: Kephale can control Space-Time and Causality, due to bearing Kephale's Coreflame of "Worldbearing" this could probably scale to him
Pocket Reality Manipulation: For obvious reasons
Type 3 Purification (Foundation: Stardeath Verdict. It also Dispels all debuffs inflicted)
And since he's a confirmed Emanator, he'd also get the Emanator stuff like Dimensional Travel, and the Resistances that come with it like Void and Memory and resistance to Sunday's shenanigans

Considering it also talks about Nanook's gaze, I think it gives more evidence for the theory that Phainon's battle took place in the Warforge.

Honestly, even if it was a simulation, the way the Emperor's Scepters work by twisting the laws of physics and basically doing whatever they want over time and space, and the overall complexity of the concepts they wanted to simulate in Amphoreus, always gave me the impression that whatever happened there would already be so close to reality in scale that the only difference is the basis on electric signals (Which honestly, isn't much different from reality when you think about it).

Hoyoverse is a simulation, Honkai Impact 3rd is a simulation. They're all simulations from the Cocoon of Finality the same way they're all just projections, 11-D stuff there are projected by the Cocoon of Finality and given they're being projected by a dimensionless being that has no dimensional information. It would completely and totally make sense that they're all just 11-C or 0-D at best, Teyvat is also a simulation the way Amphoreus is also a simulation hence the entirety of Genshin Impact and Honkai: Star Rail are all just projections. Everything connected in the Honkaiverse is a projection of CoF with the only exception being Tears of Themis and ZZZ scaling higher than 0-D (awesome)
