I think Darkshine might be the more skilled fighter here since he has experience fighting people like Bang and Garou but yeah, Raiden has a noticeable AP advantage. Also Darkshine has way better LS.Yeah going with Raiden here. Raiden has the AP advantage big time and we all know what happened when Darkshine is faced against a stronger opponent.

What exactly is his value? Raiden in Base is also heavily upscaling from Lu Bu's cloud split calc and his full power is over twice that.Darkshine casually FAR upscales from this value, and his durability even moreso. I don't see him getting knocked around or even damaged easily.

Darkshine can casually oneshot people who upscale from that value and he doesn't know how to put a scratch on his body. He has several internal AP amps such as bulking his muscles and certain attacks that allow him to dish how much more powerful blows.So Raiden is over twice as strong as Darkshine at his peak in power, good to know.
His profile makes no mention of any stat boosts.Darkshine can casually oneshot people who upscale from that value and he doesn't know how to put a scratch on his body. I wasn't saying I don't believe you, I'm just confused why these aren't on his profile. Either way I'm not seeing any quantifiable increases so he's still weaker than Base Raiden, who again, hilariously upscales his value just like Darkshine does since he's the physically strongest dude on the Human's side which means he upscales from everyone else, who already upscale from Alive Lu Bu's feat pretty noticeably due to the fact that none of the Human fighters would be strong enough to fight any of the Gods properly without a Volundr which brings out their latent potential.

Him having the potential to dish out even stronger attacks, and not being aware of how to even scratch himself and you want to say that base Raiden is above him? I heavily doubt it. Even if Base Raiden isn't, 100 Seals Unleashed Raiden definitely is since he's literally twice as strong as his base self (who is physically superior to Darkshine going purely off of their calcs which you can't ignore) and has an attack that upscales that in the form of Teppou albeit using that hurts him in the process.
