(He communicates these protocols to Rachel in the form of tools to prevent a series of events that conflict with his objectives.)
The meaning of “omnipresence” here is not a “fixed state,” but rather a “volitional conceptual potential” that is activated based on the character’s will and framework. This reflects the precise use of terminology within the unique “language games” of the DC universe.

Presence becomes playable [= understandable] only when the possibility of disappearance or non-revelation exists.

Meaning arises through contrast and distinction; words within a language-game have meaning only when their opposites, alternatives, or absences are imaginable.
Samael, as the shadow of the Father, is that point of absence-making possibility, he is the one who renders Presence definable in relation to absence.
Without the realization of Absolute Presence within darkness (= Samael), Omnipresence remains a signifier without a signified.
If Samael is excluded from the language-game of Presence, then The Presence contradicts itself in its own definition and fails to achieve logical and linguistic realization.
The realization of Absolute Presence depends on the presence of the shadow.
Samael is the shadow of the Father, not as corruption, but as the condition of determination.
If this shadow does not return to self-awareness and Absolute Presence in the cycle of return, the process of emanation (emanative flow) remains incomplete.
In the Neoplatonic system, an incomplete return of one part = incomplete return of the whole.

The realization of Yahweh’s Absolute Presence is contingent upon its full reflection across all levels.
If Samael, as the shadow and dark aspect, fails to reach Absolute Presence, Yahweh himself falls short of complete self-reflection within being.
Let us suppose Samael does not reach Absolute Presence.
In that case, there is a zone of reality in which Presence has not been actualized.
Thus, Omnipresence is compromised.
"Yahweh cannot claim to be present everywhere unless Darkness, too, reaches self-awareness and full presence."
Being only becomes meaningful in relation to non-being.
Presence is not experientially accessible without absence.
Self-awareness arises from confrontation with the void, not mere existence, but the experience of liminality.
Samael is the active form of non-being: he is “conscious absence,” not annihilation.
The darkness that gives meaning is that very presence which is currently in a hidden state. But this hiddenness is the ground upon which the Father’s omnipresence is realized.
If there exists a region in the universe where Samael’s presence has not been rendered meaningful, that region too remains silent and undisclosed to Yahweh.
Samael is the existential and logical guarantor of God’s realization.

Now that we have reached the final and most crucial proof of Samael's absolute presence, it is clear that our first task must be to examine the context of this proof: The Void.
THE VOID
The Void is an absolute nothingness,
not merely a lack of things, but the absence of the possibility of existence. It contains no being, no meaning, no relations, no time, and no possibility of propositional structure. The Void is neither a physical vacuum nor a relative absence; it is a fundamental negation of the possibility of any presence, relation, or ontological coherence.
The Void is not merely the absence of entities or creatures, it is the absence of the capacity to define being.
Even the statement “nothing exists” is meaningless in the Void, because such a sentence requires language, relations, and referents. In the Void:

The Void and the Negation of Time
On a metaphysical level, time emerges from inner relations of being. But the Void, lacking all relation, is prior to time, or rather, beyond it; in other words, un-timeable.

The Impossibility of Propositions
No proposition (P) has meaning in the Void. Meaning requires a network of differences, references, and contextuality. In the Void, even “meaninglessness” becomes meaningless.

The Void as the Final Ontological Substrate

So the question arises: How is “presence” possible in the absence of time, space, and proposition?
If the Void exists outside of time, space, and relation, then presence itself becomes meaningless, unless:
An agent from beyond the Void imposes itself within it, and establishes a definition of presence within the absence of all definitions; or rather, imposes meaning onto the Void.
And what is this agent?
Samael.

Samael’s Will = a metaphysical act that establishes meaning within meaninglessness
When we say:
“Samael flew through the Void, repeated himself, and overcame it,”
we are dealing with an ontological argument based on volition:
Where no proposition is possible, only a will independent of proposition can manifest.
This will is not subject to logic, it is the founder of logic.
Now let us return, in a recursive movement, to Samael’s battle with the Titans who had usurped the power of Yahweh.
During the conflict, Samael overcomes the Titans. Surprised, they reflect upon their supposed invincibility, at which point Samael enters and gives the answer to their confusion:
"But my will is still my own"
Samael’s will is the only thing that fully belongs to himself, and this complete self-possession is the foundation of his metaphysical independence and the source of his victory over the Titans.Luckily#43
P1: Power, in the ontological structure of DC, is delegable and transferable (such as power granted by The Presence to his children or others).
P2: Authentic will, unlike power, is neither derived from another nor subject to usurpation or transfer.
P3: Samael possesses a will that belongs entirely to himself and has no external origin.
P4: The Titans usurped only the power of The Presence, but not the authentic will.
P5: In every metaphysical act, power without will cannot be the source of true agency (power without will is mere potential, not realization).
C1: The Titans, despite their power, lack the foundation of real actualization.
C2: Samael, even if stripped of power, remains the source of realization due to his intrinsic will.
Final Conclusion:
Samael’s independent and authentic will is the metaphysical foundation of his supremacy over those who wield stolen power, for will is the condition of all actual presence and agency in being.
This will within Samael:
Is not delegated
Is not derived
Cannot be reduced to divine light or the Father's design
“Samael is this way because the Father willed him to be this way.”
Therefore:
Authentic Will = the purity of Samael’s existential independence = the necessary condition for true agency.
In other words:
Will is the agent of act and actualization, without it, no proposition can ever come into being.
So the Titans, who only usurped power but never accessed authentic will, can never defeat one whose very being is the source of realization and actualization.
Samael’s authentic will is the absolute essence of agency, which, even without the Father’s power, enables him to overcome those who wield stolen force, because power without will is neither true nor enduring.
Let us return now to our core argument:
If the Void exists outside of time, space, and relation, then presence itself becomes meaningless, unless:
An agent from beyond the Void imposes itself within it and establishes a definition of presence within the very absence of definition; or rather, imposes meaning upon the Void.
And what is this agent? Samael.
We now realize that, from an ontological standpoint, Samael is the only being capable of imposing meaning onto the meaningless backdrop of the Void, and through his multiplication within the Void, he arrives at unity.
Repetition as the Imposition of Presence
In a space without relation, persistent presence becomes relation itself.
Here: Repetition = the establishment of presence within a space that is neither definable nor temporal.
By repeating himself, Samael:
1. Becomes all-encompassing through self-multiplication
2. Empties the Void of its non-relational essence
3. Imposes absolute presence as the primary meaning within it
